Staff at a new agency, recommended after the murders of Holly Wells and Jessica Chapman in Soham, have moved into theirCounty Durham headquarters.
The Independent Safeguarding Authority (ISA) is tasked with better protecting children and vulnerable adults by pooling data from several agencies.
The first 60 employees have moved into the ISA's new base at Stephenson House in Darlington.
About 250 people will work for the ISA by the time it launches in 2009.
