We will learn from tragic Lois killing, insist officials

Full Article: http://www.stopinjusticenow.com/News_0976.htm

CHILD protection officials failed to recognise the danger to a toddler who was tortured and killed by her stepfather, a report said yesterday.
But social services chiefs said lessons will be learned from her death in a bid to ensure it does not happen again.
A report into the death of the two-year-old said there was 'a failure to recognise indicators of risk'.
The review of the case of the child called Lois also found that even when a risk assessment was undertaken it was 'inadequate'.
Officials in charge of social services in Caerphilly county, where Lois lived with her mother and stepfather, said staff training and support had now been improved and procedures strengthened.
Lois, who lived on Caerphilly’s Lansbury Park estate, died on November 8, 2004, from a head injury. She had been placed on the child protection register a month earlier.

I do not remove a child unless it is the right thing to do

Full Article: http://www.stopinjusticenow.com/News_0973.htm

The Afro-Caribbean father cut a lonely figure in his open-necked shirt as he faced the judge in the echoing court.
He had not seen his children for two years. There were no lawyers and the mother could not attend.
The setting was one of the grandest of the Victorian Gothic courtrooms at the Royal Courts of Justice scene of many a highly publicised battle. But today the oak benches and public gallery were empty. It was a family court where justice is dispensed behind closed doors.
The fathers words were almost lost in the lofty ceiling vault. If he expected a final decision, he did not get it. Mr Justice Hedley wearing a suit (no wig or robe) told him he was sending the case to Croydon where the mother lived. This had two advantages: a single district judge could take charge of the case and a contact regime could be set up at a special centre. I would appreciate it, the man said. 'Ive not had any contact with my children since 2006.'
In his room the judge explained that the intractable family dispute had run for years. The man had been offered contact under supervision. He had refused but wanted to reapply.
As the family liaison judge for Greater London Mr Justice Hedley, 62, is responsible for family courts in the capital outside the High Court. But this was holiday time and he was doing a stint of vacation duty a mix of emergency or procedural applications in continuing cases that need attention.
Judges, and the system, feel beleaguered. The Times has accused family courts of operating in a conspiracy of silence particularly in care cases. While injustices may occur, judges feel that the picture is distorted. So The Times had been granted rare access to sit on the bench and witness family justice from a judges-eye view.
Mr Justice Hedley, who with his wife had two children and fostered three others, adopting two of them, admits that he may have handled more childrens cases than any other judge. By the law of averages over 16 years judging he must have made mistakes, he admits. When he has been troubled over a decision, it had not been over removing a child from its home, rather over returning a child to where it might be at risk.

Volatile, wasteful, reactive: Action for Children's view of policy

Full Article: http://www.stopinjusticenow.com/News_0972.htm

End short-termism, demands Action for Children
A leading children's charity today called for an end to the "volatile, wasteful and reactive" policymaking towards children and young people which it said had dominated the past 21 years.
Ahead of the new parliamentary year, Action for Children, formerly NCH, said many policies have been driven by political point-scoring and media headlines rather than hard evidence.
Since 1987, there have been more than 400 initiatives, strategies and acts of parliament affecting children and young people in theUK, an expert report published by the charity today revealed. But governments have not allowed proper time to implement the "avalanche" of policies - more than three-quarters of which have been introduced under Labour in the past 10 years, it said.
Frequent changes
As a result, children and social workers are failing to benefit from services that are subjected to frequent changes in policy, funding and structure, the study showed. Many children's projects have "barely enough time to be set up and begin to deliver services before staff have to plan for reconfiguration or even closure due to lack of long-term funding".
Policies have too often been triggered by high-profile tragedies, such as the death of eight-year-old Victoria Climbie in 2000, drawing resources to children at the "hard end" while leaving others in need. Disabled children have been "completely forgotten or tagged on as an afterthought" in many initiatives - until the Aiming Higher for Disabled Children programme, launched last year to expand short breaks and other services.

I was approached in March this year by two members of the EastEnders research team on behalf of executive producer Diedrick Santer, to say they were thinking of running a grooming storyline and asked if I thought this was the sort of thing that needed to be aired. I said, yes, absolutely. Its a very important issue and of course EastEnders is a hugely popular programme, reaching over nine million homes every week so the message would reach a wide audience.
The writers then gave me the storyline which I was allowed to modify and shortly after that the scripts began arriving. They were very detailed but stuck to the parts which involved the main characters involved in the grooming plot.
There were only two developments which concerned me and one of these involved Whitney the paedophiles target self harming. I asked them to pull that line because although it can often be part of a sex abuse story I felt it needed to be told in its own way and it could have introduced unnecessary complications. I felt it was hard to cover both issues at the same time.
The second area where I asked for changes hinged on Tony- the groomer never having sex with his girlfriend, Bianca. This is not realistic and might be dangerous because it gives the message that paedophiles do not have sex with adults - and thats not true

Ulsterman is arrested in global child abuse swoop

Full Article: http://www.stopinjusticenow.com/News_0969.htm

The PSNI arrested a man in a major inquiry into an online paedophile forum in theUK. Investigators believe they will locate thousands of subscribers to the internet site around the world.
Details of the inquiry came to light following the jailing of the internet forums 'librarian' at Teeside Crown Court in England earlier this week.
Philip Anthony Thompson (27) had 241,000 indecent images of children on computer equipment at his home.
He played a key role in maintaining the forum, which was established as a place where paedophiles could be introduced to one another.
Subscribers were invited to post images and make comments before being subjected to questioning by other users in a bid to discover if they were undercover detectives. Once they passed the vetting process users were directed to other online channels.
The site was discovered by the Metropolitan Polices Paedophile Unit in May last year and the investigation quickly developed into a national and then an international effort involving 12 UK police forces and agencies in 33 countries, including Australia, the US and Canada.
It emerged last night that the PSNI is one of the police forces involved in the inquiry, which is codenamed Operation Elm. It is understood a number of different operations have since been launched in connection with Operation Elm.
The Ulsterman arrested in relation to the inquiry is one of 50 people arrested across the UK so far, including a fire-fighter, a university lecturer and a police community support officer. It is understood the local man is currently on police bail. A PSNI spokesman confirmed: The PSNI has made one arrest in connection with a UK-wide operation against images of child abuse. Police would not reveal any further details about the mans arrest.

Child Abuse Story of Healing and Recovery From Kate

Full Article: http://www.stopinjusticenow.com/News_0968.htm

A brief history about my abuse. I was abused from the age of five, we believe. One of my brothers began the abuse and added in other ones over the years. There isn't a lot of memories for me and I have not tried to bring anything forward.
My healing began the day I had enough and told my sisters what had been happening to me. I thank God they believed me and confronted my last abuser and it ended. I then started to go to counselling once I realized my life was on a downward spiral. I slept with any guy who wanted me and then I would walk away. Later I came to realize in counselling that I was looking for love and acceptance.
My brother hated me so much, why never mattered. The only time he treated me nice was when he was abusing me. Through therapy I came to understand how messed up my thinking had become. I associated sex with love. It always left me feeling empty inside. Part of my heeling process was to confront my abusers. I was able to confront all of them and some responses were good and some not so good.

Press Release: NSCFC - 18/10/07

Full Press Release: http://www.stopinjusticenow.com/NSCFC_press_release_01.htm

Surely now is the time to focus on the reality behind the likes of Families Need Fathers and Fathers 4 Justice, the truth being that the former has been going for over 3 decades without success and apart from annual membership fees are also heavily funded by the very government who has done much to undermine family life since 1997, suffice to say FNF can't run with the hares and hunt with the hounds, for to do so is nothing short of hypocrisy. As for F4J, its founder now blames a father who killed two children as good enough reason to abandon his paid up members for the second time in just a few years, loyalty to his members? I fear not!
This subject is not nor never should be about membership fees, personal egos or a nine till five paid job paid for by the State, its about the here and now its about securing parity in family law this in the best interest of children and parents alike and sadly both organizations sited above have failed abysmally at the expense of others misfortune and for far to long.
We say this therefore, for over three decades concerned organizations have picked up the gauntlet on our behalf most have come and gone disillusioned and exhausted by the apathy of both State and victim. Hence we say this in all honesty the NSCFC can not do this for you, no more than any other charity or organisation out there can as has been proven time and time again. That you might in all good faith continue to pay membership fees to support groups year in year out hoping for their success, was, is and never can bring the powers that be to your rescue, suffice to say dont waste your money on empty promises. If you want change as we your fellow victims do, if you want to see your beloved ones again, if you want to stop this continued erosion of your rights as a father, mother, grandparent or extended family member then the fight is yours to behold and in your hands only. Conclusion being, as with the poll-tax, people power on mass was and is the one and only true option left to retrieve what we and our loved ones have lost, indeed which of these two issues are of more importance, the fight for no poll- tax or the children of your heart? The choice is ours and if we want to secure a better future for those that follow then I submit to you that we must grasp this moment now before it is too late, for without doubt todays child is tomorrows parent and God forbid we should leave them to face the same fate as we.

Sex offender alerts: Five scenarios (Sarah's Law)

Full Article: http://www.stopinjusticenow.com/News_0966.htm

Four pilots have begun inEngland which permit parents, carers or guardians to ask the police if someone has a record for child sex offences. There are many unanswered questions about what the 12-month trial will achieve - so what kinds of scenarios could the scheme cover?
A single mother meets a man who she likes but it worried that she does not know enough about his background to allow him fully into her family's life. She telephones the local police and requests information about the man.
The police would check the background of the man because the request has come from a mother - someone who is directly responsible for a child. Officers would carry out two checks - a priority check within 24 hours followed by a more thorough risk assessment which takes longer because it will delve into someone's history.
If there is a criminal record, the pilot constabularies say they would use special child protection measures, jointly run by police and probation officers, to work out how best to deal with the suspect.

Will sex offender pilots work? (Sarah's Law)

Full Article: http://www.stopinjusticenow.com/News_0965.htm

This week, EastEnders on BBC One begins the first ever predatory paedophile storyline in a British soap.
Bianca's knight in shining armour, Tony, turns out to be more interested in her teenage daughter Whitney.
He has been preying on a vulnerable mum to get closer to a girl he has coveted since they first met.
Monday also sees four constabularies launch pilots of a sex offender disclosure scheme.
Paedophile
Nobody is pretending that these pilots are going to be easy - but ministers believe the pilots may help stop predatory paedophiles before they strike.
The disclosure scheme is aimed at parents, carers or guardians who might be concerned about someone who has access to their children.

WATCH THE NEWS BROADCAST!

Under the measures, police will be able to tell families if someone with access to a child has convictions or has been previously suspected of abuse.
The year-long projects will be run in Warwickshire, Cambridgeshire, Cleveland, and Hampshire.
The move comes after a campaign for a US-style "Megan's law" - but the scheme falls short of a "right to know".
Calls for a scheme began after the murder of eight-year-old Sarah Payne by a man already convicted of sex offences.
But some charities have warned the schemes could lead to vigilante attacks, and could drive offenders further underground.
Home Secretary Jacqui Smith hailed the pilots as a "huge step forward" in helping parents to protect their children.
Sarah's mother, Sara Payne, welcomed the pilots, but she said they were only a "first step" in a continuing battle.
Under the pilots, parents, carers and guardians will be able to ask the police for information about people directly involved in their own children's lives.
Scenarios could include a single mother who wants to find out about her new boyfriend; parents with concerns about a neighbour who plays with their children; or perhaps even informal sports coaching beyond schools or recognised organisations.

Memorial to ' Alisha Allen' Died While In Care!

Full Article: http://www.stopinjusticenow.com/victim_0046.htm

Alisha was classified as a ' vulnerable' child even before she was born in August 2006.
But when her parents moved home a month later their new local authority decided instead to treat her as 'a child in need'.
Although they were still visited by social workers and a health visitor, Alisha's progress would have been monitored more closely had she remained on the at risk register.
In January 2007, Allen picked the crying toddler out of her cot and in a fit of rage shook her with such force that she never recovered from her brain injuries.

Tragedy of baby killed by father

Full Article: http://www.stopinjusticenow.com/News_0963.htm

A TOP judge has criticised the social services system after hearing how a baby girl was shaken to death by her bullying father.
Judge David Hodson said the death of five-month-old Alisha Allen occurred in circumstances where there had been undoubted failings within the two departments involved with her welfare.
He told parents Gary Allen and Claire Morton direct responsibility for Alishas death lay with them and them alone.
But he said the couple were in need of 'as much help as they could get' from social services and other agencies, but had not received that necessary help. Had they done so, he said, 'this tragic case might have been avoided'.
Alisha had been placed on the child protection register even before she was born because of concerns about her mothers parenting skills, Newcastle Crown Court heard.
It was also known by the authorities that both parents had learning difficulties and Allen also had problems controlling his temper, the court was told.
Paramedics were called to the couples home in Marigold Crescent , Bournmoor, near Chester-le-Street, County Durham , in January last year after receiving a report Alisha had been 'fitting'.

Judge criticises social services over baby death

Full Article: http://www.stopinjusticenow.com/News_0962.htm

A judge has criticised failings in the North East social services system after a five-month-old baby was shaken to death by her father.
The authorities were aware that little Alisha Allen's parents were of limited intelligence and her father, Gary, struggled with anger management problems.
A Serious Case Review was launched after her death in January last year and a report will be published later.
Even before she was born, Alisha was on the "at risk" register because her mother, Claire Morton, was unable to cope.
The couple moved from Penshaw, Wearside, two miles to Bournmoor,County Durham, when their baby was two months old. That meant moving from Sunderland City Council's social services to those run by Durham County Council.
Judge David Hodson, sentencing at Newcastle Crown Court, said with the Serious Case Review under way, it was not his place to apportion blame on the authorities.
But he said there had been 'undoubted failings within two social services departments' which meant that the parents did not get as much help as they needed.

Baby girl shaken to death by violent father just weeks after being taken off the at risk register

Full Article: http://www.stopinjusticenow.com/News_0961.htm

A judge yesterday condemned social services for failing to protect a baby girl who was shaken to death by her violent father.
Judge David Hodson said Alisha Allen's death might have been avoided if her parents had received the proper help.
He spoke out after hearing how she was removed from the at risk register by social workers only weeks before she was shaken 'like a rag doll' by her father Gary Allen, 26.
She died three days later in hospital.
Allen initially claimed he had nothing to do with the death of his five-month-old daughter and repeatedly changed his story, blaming his then partner. But in April he finally admitted her manslaughter.

Fathers' rights official tried to ruin man's custody case

Full Article: http://www.stopinjusticenow.com/News_0960.htm

Britains leading fathers rights charity is in turmoil after it emerged that one of its senior figures used the organisation to influence a child custody hearing against a father, The Times has learnt.
Families Need Fathers (FNF) is to pay tens of thousands of pounds in damages and legal costs after one of its officials admitted writing a defamatory letter to a judge in an attempt to undermine the fathers custody case.
Steve Stephenson, FNFs London branch organiser, admitted that he should not have made the false and defamatory allegations, which were vetted by the head office of the government-funded charity.
The case has highlighted the secrecy in which the family justice system is shrouded, because the father who cannot be named for legal reasons was unaware of the allegations against him for several months.
It was only when the father, a working professional in his fifties, requested correspondence from his file that it came to his attention and he refuted the allegations. Three court hearings had taken place in the meantime.

Teachers feel children's careers not central to their jobs

Full Article: http://www.stopinjusticenow.com/News_0959.htm

Teachers concentrate on children's exam results at the expense of preparing them for the world of work, a survey has found
Four in ten teachers do not feel getting pupils ready for the world of work is central to their job.
They are more likely to view the number of GCSEs pupils pass or a successful Ofsted report as measures of success for a school rather than pupils ready to leave education for a career.
The survey found one third of teachers thought the number of pupils who went on to get jobs was the least important measure of a school's success.
By contrast, two thirds of teachers viewed the number of pupils who went on to get good GCSE results as the top measure of achievement. A successful Ofsted report was the second choice given in survey of more than 300 teachers by b-live, a social networking facility for employers and youth organisations to contact young people

Second report blasts foster care service

Full Article: http://www.stopinjusticenow.com/News_0958.htm

County Hall bosses today said children were not in any danger, despite a second damning report into Lancashire's fostering services.
But Lancashire County Council admitted the services had 'not moved on' after the OFSTED Joint Area Review (JAR), completed in May, described services for children being looked after as 'inadequate'.
Two council officers quit their jobs ahead of the publication of the report today.
Gill Rigg, director of children's integrated services, and Sue Fadipe, head of central services, left last week. But the council today refused to confirm whether the two were connected.
The report comes just months after fostering services were criticised in a November 2007 inspection. Council chiefs said the criticism relates to "processes and systems" rather than suggesting any children were in danger.
Council leader Councillor Hazel Harding told the Evening Post: 'This inspection was in May and you are right, it has not moved on as I think we would have wanted it to. That is to be regretted.'

Dad killed himself after not getting custody of son

Full Article: http://www.stopinjusticenow.com/News_0957.htm

A DEVOTED dad set fire to his house and then hanged himself after being told he could not live with his son.
Peter Vaughan, 40, was so devastated not to get shared custody with his ex-wife for their son that he took his own life, an inquest heard yesterday.
He torched the Chapter House chapel he was converting inBangor Road, Penmaenmawr, then hanged himself, on February 24.
Yesterday Deputy Coroner for North Wales Central John Gittins recorded a suicide verdict.
Mr Vaughans sister Sue Pinnick said her brother, who ran his own pest control business, had married the mother of his son in April 2005, but the relationship ended within two years.
Mrs Pinnick, 34, said he went through several court cases to get access and a residency order for the boy, who cannot be named.
But soon before he killed himself he got a report from cafcass the Children and Family Court Advisory Support Service saying the boys mum was awarded control over their sons living arrangements.
Mr Vaughan was only awarded extensive contact arrangements: he had expected a shared residency order to have their son live with him part time.

Data standards for social care records due to be approved

Full Article: http://www.stopinjusticenow.com/News_0956.htm

Information sharing between social services and the NHS in England should become easier under a new care record 'guarantee' for users due to be approved next week, it has been claimed.
The Social Care Record Guarantee will establish standards for what should be included within children's and adults' social care records, and how they should be used and shared by local authorities inEngland. It is designed to complement and mirror the existing NHS Care Record Guarantee, which performs the same role in health.
The National Information Governance Board (NIGB) for Health and Social Care, the new data management watchdog for the two sectors, is expected to approve the standards at its 24 September meeting. The guarantee will then need to be adopted by each English top-tier council.
Assurance for users and professionals
NIGB chair Harry Cayton - formerly the Department of Health's patient tsar - told last week's meeting of the Association of Directors of Adult Social Services executive council that the twin guarantees would provide an assurance for professionals and service users about sharing data.

UK centre for tackling the sexual abuse of children advises parents to increase vigilance as latest intelligence report is published
Online child sex offenders are using more intimidating tactics to engage with, exploit and abuse children in an increasingly converged technological environment according to the UKs police agency dedicated to tackling child sex abuse the Child Exploitation and Online Protection (CEOP) Centre.
In its latest strategic intelligence dossier, the organisation reports an increase in online offenders using threats such as hacking online profiles and email accounts and using blackmail techniques as a response to an increasingly empowered internet generation who are recognising and reporting online grooming behaviour to the police agency.
To date 2.2 million children and young people have seen the Centres Thinkuknow education programme and together with public awareness around international law enforcement activity in tracing and arresting internet offenders, this is resulting in offenders changing their tactics to approach and groom children.

Nanny to the stars jailed after leaving baby brain-damaged in 'act of genuine cruelty'

Full Article: http://www.stopinjusticenow.com/News_0954.htm

A celebrity nanny who left a baby with brain damage and a broken arm after shaking him violently was yesterday jailed for three years.
Jasmin Schmidt, 34, who has previously worked for an A-list pop star, lost her temper with the two-and-a-half-month-old boy during a 'restless night'.
The force of the shaking caused tiny blood vessels between his skull and brain to tear and bleed.
On their return, the boy's parents found him 'limp and lifeless' and took him to hospital.
Schmidt, a qualified paediatric nurse from Bonn in Germany , now living in Hampstead, North London, had been hired to look after the child while his parents attended a London Fashion Week function in 2002.

Penalties for partners who block child access

New laws bring threat of up to 200 hours' community service and fines
Separated husbands and wives who block their former partners from seeing their children could be forced to do community service under new laws coming into force in the autumn.
The move is likely to be welcomed by fathers' rights groups, which in recent years have led high-profile campaigns to highlight the problems fathers have maintaining contact with their children once relationships break down.
But it has drawn criticism from some justice experts. 'I'm not convinced unpaid work will change the way people think or behave,' said Anthony Douglas, chief executive of Cafcass, which advises the courts on the interests of children in family proceedings. 'It might be the right thing to do in a handful of cases. But what we really need is more specialist family support services with counselling for both children and parents.'

Medics 'put patient data at risk'

Full Article: http://www.stopinjusticenow.com/News_0952.htm

Doctors are warning patient data is at risk after a snapshot poll of colleagues showed lapses in security.

Two unnamed doctors surveyed their colleagues at a top London hospital and found three quarters carried unsecured memory sticks with confidential data.

The two medics said the practices were likely to be similar elsewhere.

Hospital doctors routinely carry memory sticks containing names, diagnoses, X-rays and treatment details - but these should be protected by passwords.

The pair who carried out the survey spoke to 105 doctors at their hospital. In total, 92 held memory sticks with 79 of them containing confidential information.

Just five of those had passwords, the Health Service Journal reported.

Hospitals issue doctors with chip-and-pin cards to access NHS databases and patient records.

A MUM convicted of murdering her baby daughter by microwaving her, has been spared the death penalty after a jury could not reach a unanimous decision.
Ohio mum China Arnold was accused of killing month-old tot Paris Talley in 2005.
A judge declared a mistrial in February, and the retrial began on August 18.
The jury found the 28-year-old guilty last week of aggravated murder.
The defence had argued that Arnold was drunk when the incident took place and argued she had no motive to kill her child.
However, prosecutors called the crime “heinous” and argued for the death penalty.
After about five hours of deliberations, the jury was unable to decide whether to recommend the death penalty or life in prison.

A WOMAN has been sentenced to life in prison with no chance of parole for burning her baby daughter to death in a microwave after a row with her boyfriend.
Common Pleas Judge Mary Wiseman lashed out at 28-year-old China Arnold, who chose to watch her sentencing from a side room on a TV screen.
Judge Wiseman said: "No adjectives exist to adequately describe this heinous atrocity.
"This act is shocking and utterly abhorrent for a civilised society."
The Judge rejected a plea by Arnold's attorneys for a minimum sentence of life in prison with the chance of parole after 25 years.
A jury last week spared Arnold the death penalty when it could not reach a consensus.
